What is the difference between Clark Pinnacle, RCI, and California Military Communities (CMC) Housing?

California Military Communities LLC (CMC) is a joint venture between the US Army and Clark Pinnacle created to own, operate and develop family housing and SUHs at Fort Irwin. The RCI office helps represent the interests of the Army for the project. Clark Pinnacle is a joint venture between Clark Realty Capital, LLC of Bethesda, MD and Pinnacle of Seattle, WA.

How does military housing privatization affect a service member’s Basic Allowance for Housing (BAH)?

Prior to privatization, service members would forfeit their BAH if they lived in military housing. Under RCI, all service members choosing to live in privatized military housing receive their BAH. Through the automated allotment system, the BAH for families living in privatized military housing is seamlessly transferred to the company that owns and operates the housing – California Military Communities. The BAH is used by the company to maintain and operate the existing housing, as well as to fund the construction of the new houses and amenities. Privatization does not affect the amount of BAH that is allocated to the service member. If a service member chooses to live in privatized military housing, they will experience no out of pocket expenses, just as if they lived in non-privatized military housing at other installations.

How does privatization affect the service I receive?

Will you be building new homes?

Over the next 8 years Clark Pinnacle will build 715 new houses and demolish 385 substandard homes in Sandy Basin and Cactus Cove. These new homes will be accompanied by several new amenities, including parks, ball courts, a neighborhood center and a grand, new community center.

When will the first new homes be ready for occupancy?

The first homes in Crackerjack Flats will be ready for occupancy during the second quarter of 2005.

Can you explain more about the Resident Rental Agreement?

The Resident Rental Agreement is a standard resident agreement prepared to accommodate the RCI program, military issues California Landlord Tenant Law and the Fort Irwin Family Housing Policy Handbook. This agreement is often referred to as a lease. Residents are required to sign this agreement in order to reside in privatized military housing. The agreement also releases the service member’s BAH as rent payment to California Military Communities LLC.

Can you explain more about the BAH entitlement and rent allotment?

The government assigns the service member’s BAH based on his/her location and his/her rank. An allotment from the service member’s salary account is set up to pay rent to CMC LLC. The rent allotment for each service member is equal to his/her BAH entitlement with dependent rate.

Who is going to start and stop my allotment?

Military Assistance Company, LLC (MAC), the world's largest processor of automatic payroll deduction for military and federal civil service employees will be starting and stopping the military personnel allotments. MAC's system enables military service members to budget their payment automatically. It ensures that payments are never late or forgotten. Payments are not affected by military transfer or temporary maneuvers. MAC systems assure payment directly from the service member's paycheck in full, on the first working day of each month.

Will the changes affect my LES and net pay?

No, at the end of each month your LES will show that BAH has gone into your account and an allotment simultaneously has come out. There will be no changes to your net pay.

How will rent be paid to CMC and what does it cover?

The BAH is paid as rent. Service members can choose to pay their BAH in the form of an allotment or an Electronic Fund Transfer (EFT). The cost of water, sewer, trash, gas and electricity is included in your BAH.

Will military members still have the option to live off-installation?

Yes, military members still have the option to activate their BAH and use it to rent a house or apartment off-post.

Will I ever have to be relocated?

If your home is scheduled to be demolished before your planned departure from Fort Irwin, you will have to be relocated. You will be given 30 days notice in the event that you have to be relocated.

If I have to be relocated, will Clark Pinnacle relocate me in Barstow?

Clark Pinnacle does not relocate military families to Barstow. We will relocate the family within the Fort Irwin Family Housing Community. Residents will not be responsible for any relocation costs.

Are pets allowed?

Yes, pets will be allowed in the homes; however, there is a limit of two pets per home. Along with the pet limitation you will be required to follow the pet polices. If you were a resident in military housing prior to February 1st, 2004 and you have more than two pets, you will be exempted from the two-pet limit.

Will I have to pay a pet deposit?

Yes, a deposit of $250.00 per pet is required.

Who will be doing service requests for my quarters, and will I be charged?

Pinnacle’s maintenance staff will be handling all service requests for the residents. Residents will not be charged for the services.

What are the requirements for vacating quarters?

A 30-day written notice is required before vacating your quarters.

If my home is scheduled for demolition when I move, do I have to clean it?
[top of page]
Yes, if your home is scheduled for demolition you are still required to perform a Construction Clean (i.e. oven, stove, microwave). More information on the construction clean can be obtained from the Housing Office.

What are the hours of the housing office?

The Housing Office hours are from Monday-Friday 8:00 a.m. to 5:00 p.m. Saturday 10:00 a.m. – 4:00 p.m.
